Job Description

The City of Naperville's Water & Wastewater Utility is one of the state’s largest combined utility systems, operating both a water distribution system and a sanitary district with wastewater treatment. 

A skilled & talented professional is sought for the vital position of Water Distribution & Metering Supervisor to lead the section’s considerable efforts, programs, and goal attainment.  The Supervisor is charged with managing personnel, materials and programs to operate the water distribution system (mains, services, hydrants, and valves).  This individual will analyze and solve water distribution complaints and problems in order to maintain the section’s very high level of customer service to residents & businesses and will manage the water meter and backflow prevention programs.

The D&M Supervisor works closely with management, operations, professional and administrative staff.  Working out of the Water Service Center facility at 1200 W. Ogden, the Supervisor is required to be on weekly standby every third week (ratio is 16:1).  Reporting to the Supervisor in the D&M Section are a Field Supervisor, a Utility Specialist, and seven Utility Technicians (UTs).  These UTs are union personnel represented by IBEW-196.   


While reporting the City’s Water Distribution & Collection Manager, you will plan, evaluate, and coordinate preventative and corrective maintenance on the water distribution system (Naperville’s mains, services, hydrants, and valves); coordinate the installation, replacement, and testing of water meters, and evaluate the accuracy of automatic meter reading (AMR) and advanced metering infrastructure (AMI) systems; oversee (and participate in) comprehensive customer service problem-solving for the water distribution system; and coordinate the backflow prevention program.

As D&M Supervisor, you will also administer the budget (and purchase materials) for the Distribution & Metering section; oversee the division’s J.U.L.I.E. utility locators on watermain shutdowns; effectively coordinate & communicate daily activities with your peers in other sections, divisions & departments; efficiently & effectively schedule section personnel and monitor needs for staff overtime and call-outs; and ensure the section’s compliance with all applicable safety program regulations.

The D&M Supervisor also prepares various required reports (and maintains accurate records of all section operation and maintenance activities including equipment, and materials & facilities inventories.  You will oversee mapping and GIS-related activity & projects, and reviews reports from/with the Field Supervisor, and from/with Utility Specialist.

Frequent local travel to city facilities and job sites within the Naperville city limits will be required.


To qualify, (at a minimum) you must possess:

  • A high school diploma (or equivalent), plus broad specialization or formal training typically acquired through at least two years of college or technical school (or equivalent)
  • 5 to 7 years of experience in the water industry 
  • A Class C Public Water Supply Operator License (plus a valid driver’s license)
  • A Cross Connection Control Device Inspector (CCCDI) certification.

Success in this role requires knowledge of water distribution and metering maintenance & operation and regulations, industry knowledge in Backflow Prevention and Automatic Meter Reading, and the ability to prioritize/determine a course of action with initiative, analysis, reasoning, and evaluating.   

Preferred candidates will possess previous supervisory experience, and a related degree (Environmental Science, Civil Engineering, Construction Technology, etc.).  

Candidates receiving additional consideration will have demonstrated skills in effective communication and in managing personnel.  They will possess proven abilities to establish effective working partnerships with employees, administrators, residents, and contractors.  Similarly, they will possess demonstrated abilities to think independently, to exercise judgment and initiative, and to schedule, prioritize and reprioritize work effectively, economically, and safely.
