The Human Resources Officer (HRO) will oversee the development and execution of human resources strategy in support of the overall strategic direction of the organization, specifically in the areas of talent management, change management, organizational and performance management, safety, total compensation, training, and employee wellbeing for the City of Olathe.

How You Will Make an Impact

The HRO provides strategic leadership by articulating HR needs and plans to the executive management team, stakeholders, and the City of Olathe organization. This position is responsible for both direct and indirect supervision of 20 dedicated professionals who comprise the HR Division within the Exceptional Services Focus Area (department). The HRO serves on the Exceptional Services Focus Area leadership team, as well as champions the work of the City’s Diversity, Equity, Inclusion and Belonging team.

The ideal candidate fosters a culture of collaboration, teamwork and strategic thinking through the leadership and coaching of assigned staff. The HRO is an innovator who plans, organizes, and directs the activities and staff of the Human Resources Division in the following functional areas: policy and program development; recruitment and retention, classification and compensation, performance management, employee wellbeing, legal compliance, employee benefits, employee relations, employment practices and procedures, safety, and Human Resource Information System (HRIS). The HRO works collaboratively with the Organizational Development and Training team to execute extensive employee development & training opportunities. As a member of the Exceptional Services leadership team, you will provide leadership and input into strategic decisions, plans, financial goals, and business objectives in alignment with the City’s strategic plan. You will also develop HR plans and strategies to support the achievement of the overall business operations objectives.

 

Additional responsibilities include:

  • Develops and interprets HR-related policies and operating procedures and assists and advises city departments in the application of these policies and procedures.
  • Remains current on changes to federal, state, and local laws and regulations and ensures that all city functions related to human resources activities are in compliance.
  • Works with all levels of City management to ensure coordination and cooperation in determining and achieving City personnel goals. Develops programs and procedures to achieve City-wide cooperation.
  • Provides strategic direction and administration for the City's employee benefits and wellness programs, including the retirement benefit programs and the City’s self-funded health and wellness programs. Finalizes benefit contracts with outside companies and provides contractor oversight for the City.
  • Directs development and administration of the City's safety program. Coordinates the City's worker's compensation program and integrates proactive strategies to address trends within the safety program. Manages the City’s DOT programs and ensures compliance. Analyzes results of programs to determine effectiveness. Recommends and implements changes as needed.

 

What You Need to Succeed

  • A BS/BA degree from an accredited college/university in a related field; MBA, MPA, or MA/MS in human resources, public administration, or related field preferred.
  • 10-15 years increasingly responsible HR experience, with at least five years of senior level/executive HR experience; local government and/or public sector experience preferred.
  • HR professional certification through SHRM, HRCI, or PSHRA preferred.
  • Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, and training, is also preferred.
