This position is responsible for developing and analyzing complex service alternatives, improvements and innovative projects for near-term and intermediate range service plans using traditional transit service delivery options.
Duties & Responsibilities:
ESSENTIAL:
Bus/Rail Operations:
* Participates in the review and development of long-range operation plans and major service changes.
* Analyzes and prepares complex transit operating schedules, special event schedules and produces computerized run cuts for Bus/Rail Operator voting and to evaluate system changes and contract proposals.
* Formulates the annual service plan and individual run board plans; identifies schedule problems categorizes by priority and develops plans for implementation of new or modified routes, or discontinuance of unproductive service.
* Represent the organization with representatives of public agencies, Transportation Management Organizations (TMO/TMA), and civic organizations concerning the development or modification of services.
* Formulates draft and/or final operating schedules for new or modified transit service and develops costs of new/modified service and ensures that schedules are cost efficient, comply with appropriate service standards, and utilize appropriate interlining and other cost containment methods.
* Participates in Major Investment Studies (MIS) and other capital projects to analyze cost, patronage, and operations for new fixed guide way and associated bus feeder networks; providing input to fixed guide way studies to analyze cost, patronage, station design and operations.

Qualifications:
* Bachelor's degree in either transportation, geography, urban or architectural planning, engineering, civil rights, business administration, or another related field.
* A minimum of two years of experience in transit service planning and scheduling, transit operations, transportation demand management or another related field.
* A minimum of two years of experience in transportation planning techniques or transit operations.
* Proficiency in manual and computerized schedule making techniques.
* A minimum of one year of experience in run cutting techniques and methods.
* Proficient with statistical principles and survey techniques.
* Ability to analyze and interpret data regarding ridership, demographics, traffic surveys, maps, costs, and revenues.
* Proficiency in transit planning and scheduling software such as Trapeze, Hastus, Remix or similar software.
* Ability to utilize GIS software such as ArcView and ArcMap.
* Proficiency in quality assurance methods used in schedule production.
* Ability to exercise independent judgment in the analysis and solution of complex route and schedule problems, using logical reasoning and prudent judgment.
* Proficient with Microsoft Office Suite.
* Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to detail while meeting multiple deadlines.
* Ability to communicate effectively, orally and in writing and conduct presentations.
