We are looking for someone to join Team Yuma as a Traffic Engineer, working with the Department of Engineering. The ideal candidate will manage staff and activities of the City’s Transportation Systems Management & Operations (TMSO) work group.

Under general supervision, performs professional engineering work in reviewing and evaluating traffic engineering and Capital Improvement Program (CIP) projects, development proposals, traffic control, and planning studies for the City of Yuma’s Engineering Division; designs and develops traffic engineering projects; manages, evaluates and operates the City’s traffic signal system; and manages the traffic engineering work group.

Essential duties and responsibilities may include, but are not limited to, the following:

• Plans and manages the staff and activities of the Transportation Systems Management & Operations (TSMO) work group through appropriate delegation, managerial support, and work supervision.
• Develops plans and priorities for traffic engineering, transportation planning, traffic signal and intelligent transportation systems, development review, roadway and intersection design, and inspection protocols.
• Manages the design, installation, and operations of the City's traffic control devices; provides design support for City projects, and coordinates interdepartmental projects and traffic management issues.
• Develops solutions to address transportation planning and TSMO issues; prioritizes traffic control projects, monitors results, and assures that all project and service issues are addressed and resolved; assures effective communication of traffic engineering issues, and coordinates the evaluation and resolution of regional traffic engineering issues with City departments, and Federal, state, and regional agencies; represents the City in legal issues related to traffic engineering and safety issues.
• Reviews traffic engineering projects, and work zone traffic control plans to assure they meet City safety and quality standards, and US Department of Transportation (USDOT) standards and requirements.
• Prioritizes and assigns traffic engineering and planning projects; manages staff activities to maximize utilization of resources; assures timely completion of projects, and compliance with state and Federal regulations, and department standards; evaluates work methods and procedures.
• Manages, trains, mentors and evaluates staff; assigns duties, responsibilities, and resources; meets with staff to resolve priorities, workload, resource allocation, technical issues, and quality standards.
• Exercises independent judgment within broad policy guidelines; evaluates and analyzes technical issues and policies, develops solutions, advises on specialized areas of technical expertise, and assures the highest quality engineering products are delivered on time and within budget.
• Writes analytical reports and makes technical estimates of a specialized nature in connection with engineering projects; checks and reviews final technical specifications for submittal to City Engineer.
• Assists developers to plan and define technical requirements for planned developments.
• Supports the relationship between the City and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the “Yuma Way”, and complies with all City policies and procedures.
• Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines 

Bachelor’s Degree in Engineering; AND five years’ experience, managing traffic engineering projects, including two years supervisory experience; OR an equivalent combination of education, training and experience. 

Knowledge of: 

• City organization, operations, policies and procedures.
• Federal regulations, Arizona Revised Statutes, and regional ordinances governing civil engineering.
• Principles of civil engineering, traffic engineering, and transportation planning. 
• Federal and state standards, protocols, specifications and guidelines for traffic engineering projects.
• OSHA rules and safety standards in hazardous traffic environments.
• Technical principles of civil engineering, mathematics and physics.
• Principles and practices of public sector administrative management, including performance management, personnel rules, accounting, budgeting, procurement, and contract management.
• Techniques and practices for efficient and cost effective management of resources.

Skill in:

• Interpreting and applying technical standards and procedures, Federal and state rules and regulations, and City policies and procedures governing civil engineering functions.
• Analyzing traffic engineering issues, evaluating alternatives, and recommending effective solutions.
• Analyzing traffic signal system operations, timing, phasing, and network modeling including use of tools such as Synchro or Vissim.
• Analyzing and evaluating technical engineering data and construction documentation.
• Checking designs, details, estimates, plans, and specifications of engineering projects. 
• Interpreting technical instructions, analyzing complex variables, and reviewing and verifying mathematical calculations.
• Developing and managing engineering plans, budgets, policies, and procedures. 
• Managing staff, delegating tasks and authority, and coaching to improve staff performance.
• Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies. 
• Assessing and prioritizing multiple tasks, projects and demands.
• Operating a personal computer utilizing standard and specialized software, including traffic signal system management, GIS and other specialized software applications used in transportation planning, modeling, and statistical analysis.
• Communicating effectively verbally and in writing.

LICENSE AND CERTIFICATION REQUIREMENTS 

A valid Arizona State Driver’s License is required. Registration as a Professional Engineer is required. Registration as a Professional Engineer by the Arizona State Board of Technical Registration, through reciprocity, is required within 6 months of appointment.  Certification as a Professional Traffic Operations Engineer® (PTOE) by the Transportation Professional Certification Board and certification(s) from the International Municipal Signal Association (IMSA) are preferred; additional technical training and certifications may be required.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Work is performed in a standard office environment, and in the field at traffic engineering project work sites. May occasionally be required to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment.
