Job Description

The Position

The Public Works Superintendent will plan, direct, supervise and coordinate the activities of the Public Works Department field maintenance operations in their efforts to provide services to the community. The incumbent will conduct ongoing review of activities for purposes of detecting problem areas and developing and implementing efficiencies to increase productivity; may be required to respond to emergency situations and may be required to serve as Director of Public Works in the Director’s absence.

In addition, the Public Works Superintendent will:

  • Develop short and long-range goals, objectives, policies, and priorities; plan and schedule work;
  • Respond to citizen and general public complaints and inquiries by investigation and discussion with property owners and residents;
  • Make analyses and write reports and/or letters; formulate, prepare and recommend the approval of policies and procedures;
  • Serve on various departmental committees and attend meetings as a City representative;
  • Supervise department safety programs; requisition supplies, materials and tools;
  • Assist in budget preparation; oversee payroll reporting; prepare cost estimates; and
  • Assist in the selection, training and evaluation of Public Works Maintenance staff and resolve operational and personnel problems which cannot be managed by maintenance crew leaders.
  • Coordinate assigned activities with other divisions, departments and outside agencies
  • Serve as a Disaster Service Worker

The Department

The City of Hermosa Beach is seeking a dedicated individual to join the team. The Hermosa Beach Public Works Department is committed to high quality service to the residents and visitors of Hermosa Beach. The Public Works Department consists of 26 staff members, and provides services for engineering and capital improvement projects; permitting in the right-of-way; operations and maintenance of City owned buildings, street lighting, parks and landscaping, sewers storm drains, streets, alleys, sidewalks, curbs and gutters; and the repair and maintenance of City owned vehicles. The Public Works Department also develops and implements policies and standards related to the use of the public right-of-way.

  • Educational achievement equivalent to graduation from high school and two years of full-time college level training in public works, public administration, engineering or a related field. In lieu of two years of full-time college, relevant experience may be evaluated by the City for substitution.
  • Five years of increasingly responsible experience in a public works environment including three years of supervisory experience.
  • Knowledge of materials, methods, practices and equipment used in all areas of public works. The ability to read simple engineering plans; to prepare written reports; to organize, train, supervise and evaluate a group of employees engaged in varied activities. Be able to assist in preparing contract documents and division budgets and to operate within an approved budget; work and deal courteously and effectively with the general public as well as co-workers. The ability to establish and maintain effective relationships with City personnel and the public; set up and maintain record keeping systems; communicate clearly and concisely, orally and in writing; properly interpret and make decisions in accordance with laws, regulations and policies.
  • Possession of a valid Class C California driver license with a safe driving record is required and must be maintained during the course of employment. Possession of a valid California Commercial Class “B” driver’s license with appropriate endorsements is preferred.

The Hermosa Beach City School District, consistently recognized as a California Distinguished School, offers a high quality education to students in kindergarten through eighth grade, while high schoolers attend Mira Costa or Redondo Union High Schools. The City of Hermosa Beach operates under the Council-Manager form of government with five council members elected at large, with each serving a rotation as Mayor. The City Council is responsible for appointing a City Manager to direct the day-to-day operations of the City, which includes Community Development, Community Resources, Finance, Human Resources, Police, and Public Works Departments. The City has a budget of $67 million and authorization for 134 full time staff members. Hermosa Beach is a full service City, with its own Police Department.

Compensation and Benefits

The following salary and benefits are offered for this position:

  • Salary Range: $89,220 to $108,444 annually (up to $133,710 annually with premium pay and merit pay)
  • Premium Pay: An Employee classified as the Public Works Superintendent shall be eligible to receive a ten percent (10%) monthly premium above salary base for duties performed in maintaining an emergency “call out” program for the Public Works Department.
  • Quarterly Merit Pay: Employees in this classification are eligible to receive up to 5% Merit Pay per quarter.
  • Alternate Schedule: City Hall is open 7:00 a.m. to 6:00 p.m. Monday through Thursday; staff works a 4/10 schedule with every Friday off. This position may require working outside regular work hours.
  • Retirement: California Public Employees’ Retirement System (CalPERS) retirement formula is based on appointment date and membership status with CalPERS. The City does not participate in Social Security but does participate in Medicare, which requires a 1.45% contribution by both the staff member and the City.
  • Health Insurance: The City pays up to $1,786.50 per month toward medical insurance for the staff member and eligible dependents. The City pays up to $226.30 per month toward the cost of dental insurance for staff members and their eligible dependents. The City offers a vision insurance plan, but does not contribute to the monthly cost.
  • Retiree Medical: The City offers retiring staff members $400 per month toward the cost of retiree insurance. A retiring staff member must have worked at least 20 years for the City and be at least sixty years of age to be eligible for this benefit.
  • Disability Insurance: The City pays the premium for both Short-Term and Long-Term Disability coverage.
  • Holiday/Vacation/Sick Leave: You will accrue 80 hours of vacation leave per year during the first two years of employment. Subsequent accruals increase with longevity until reaching 160 hours accrued per year commencing with the 18th year of service. You will accrue 8 hours of sick leave per month. The City observes 10 holidays throughout the year.
  • Term Life Insurance: City-paid term life insurance policy in the amount of one year of annual salary.
  • Union Membership: This position is covered by the Memorandum of Understanding between the City and the Professional and Administrative Group.
