About the Utilities Department: 

The City of Aspen’s Utilities provides water and electric service to approximately 7,100 meters for the health, enjoyment, and benefit of community residents, businesses, and visitors to Aspen, Colorado. Born on the rugged frontier from a pioneering spirit, in 1885 the Aspen Water Company began water service and in the same year, Aspen became the first city west of the Mississippi to light streets and businesses from hydroelectric power. During the following 100 years, Aspen evolved from its silver mining roots to a visionary dream of skiing in the 1930s, to the world class resort of today.

The Utilities department’s mission to manage and maintain our water and electric resources from their resources to our customers in a manner that most efficiently meets, or exceeds, all related State and Federal standards, while driving the reduction of Aspen's greenhouse gas emissions and energy use through policy, outreach, energy efficiency and renewable energy programs.

The Job:

The Finance Manager is responsible for managing Utilities’ business functions including administrative services, financial and budget development, utility billing processes, permit coordination and reviews, water/electric metering, and utilities disaster preparation support, all consistent with the organization’s values and mission statement. This position also exercises supervision over the Utility Billing Supervisor, Metering Services Supervisor, Permit Coordinator, Senior Administrative Assistant, and Administrative Assistant II.

The ideal candidate will possess exceptional interpersonal skills with a strong background in financial planning and billing services. Forward thinking, analytical, problem solvers that exhibit highly developed leadership abilities are encouraged to apply. Experience with accounting and reporting systems, critical thinking dexterity, and knowledge of business and management principles are needed to successfully execute job functions.

Minimum Requirements:

Education: Bachelor’s Degree from an accredited school, college or university in Accounting, Finance, Business Administration or related field.

Experience: Five (5) years of progressively responsible professional experience in utilities and financial management, administration and customer service, utilities rates, and technology implementation three (3) of which must be in a supervisory capacity.

Technical Knowledge: Must be proficient in Microsoft Word, Excel, Outlook, Publisher, PowerPoint, Access, and municipal financial reporting and billing software systems (or ability to acquire within 6 months).

Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date. Must complete Incident Command System (ICS) training levels 100, 200 and 300 within the first year of start date.

Preferred Candidate: Experience within a Utility environment managing administration desired. Master’s degree in Business Management, Administration, or related field preferred.

NOTE: This position requires a physical examination and Criminal Background Check upon hire.  Employment is contingent upon passing both a physical examination and Criminal Background Check.
