Job Description

GovHR USA / MGT is pleased to be partnering with the Village of Oswego in search of a new Project Engineer.   This new team member will play a crucial role in ensuring that infrastructure projects meet quality standards, comply with regulations, and contribute to the overall growth and well-being of the community. 

In this key position, the Project Engineer will work in a collegial team environment where all are committed to high standards of working in public service and giving back to community. This is a career opportunity to join Oswego and help plan and develop for future growth. The Village is in the beginning stages of creating a strategic succession plan for the Public Works Director position.  This position works closely with the director and has the potential for accelerated career growth.

Examples of position duties

  • Project Management: 

     §  Serves as project manager over outsourced engineering work, including project assignment, tracking, comment review and compliance with applicable contracts.

     §  Develops project plans, schedules, and specifications and tracks progress and quality.

     §  Manages long-term and annual capital improvement programs, including evaluating needs, developing price projections, and managing annual CIP projects. Manages MFT projects and expenditures.  Supports

               o   purchasing function related to capital and other infrastructure needs, and

               o   development-related engineering needs in coordination with the Development Services Department.

  • Design and Planning:

     §  Responsible for creating, reviewing, and approving public and private infrastructure within the Village.

     §  Professional and technical duties in the planning, organizing, and conducting civil engineering assignments in accordance with best practices and legal guidelines.

     §  Reviews commercial and residential site engineering drawings, plats of subdivision and easements.

  • Community Engagement: Participates in community engagement initiatives that include the communication of project plans, updates, and transparency.
  • Regulatory Compliance and Documentation:  

     §  Manages project documents, including permits, insurance certificates, and letters of credit, including collection, release, and tracking and

     §  Village programs and regulatory compliance as assigned, including stormwater management, NPDES, and IDOT.

Minimum Qualifications

  • Bachelor’s degree in civil engineering or closely related field.
  • At least three years of professional engineering project management experience or an equivalent combination of training and experience.
  • Excellent communication and negotiation skills with proficiency in taking technical engineering information and presenting to others in an easy-to-understand manner.
  • Valid driver’s license required.

 Preferred Qualifications

  • EIT, eligibility to obtain registration as a Professional Engineer by the State of Illinois *or* the ability to commit to a multiyear plan for attainment of a Professional Engineer license.
  • Certified Floodplain Manager certificate.

  • Salary Range:  $74,969 to $106,456 – Position is under evaluation for potential upgrade in the new fiscal year.
