Job Description

Organizational Description: The Department of Information Technology (DIT) provides for the sustained, efficient, and effective delivery of IT services, infrastructure, and telecommunications to enhance service delivery to Honolulu’s residents, businesses, employees, and visitors. The prevalence of the online services and general technological literacy have made information technology and telecommunications services critical to the operation of the City.

Unlike most state, county, and city government IT agencies, the City and County of Honolulu centralizes IT functions into a single department. DIT’s unique software development capabilities and vision make Honolulu a leader in technology transformation in Hawaii. The department’s technical agility allows the City to respond quickly and effectively to the demands brought about by the COVID-19 pandemic.

Position Overview: The City and County of Honolulu is seeking an experienced and visionary leader to join our administration as the Chief Information Officer (CIO) and Director of the Department of Information Technology (DIT).

The CIO will play a pivotal role in advancing the city’s information technology capabilities, overseeing critical IT initiatives, and ensuring the efficient and secure operation of our technology infrastructure. This strategic leader will collaborate closely with executive leadership to align technology strategies with the city’s goals and objectives.


  • Comply with Chapter 12, Revised Charter of the City and County of Honolulu.
    • Report to the Mayor and Managing Director.
    • Develop and execute a comprehensive IT strategy in alignment with the City’s objectives.
  • Lead and manage a diverse IT team, building morale and fostering a culture of excellence and continuous improvement.
    • Guide development and use of the City’s integrated operations platform, Lōkahi.
  • Drive innovation, including automation of workflows using REST APIs, Robotic Process Automation, Image and pattern recognition, and Machine Learning/AI.
  • Continue the transition from proprietary Windows and z/OS systems to open technology, including Linux, full-stack JavaScript, Docker/Kubernetes, and MongoDB.
  • Identify and implement innovative technology solutions to enhance efficiency and service delivery.
    • Expand the use of online payments using the DIT-developed HNLpay platform.
  • Mentor developers and lead the City’s Open Source development efforts.
  • Prepare and maintain White Papers documenting technologies, techniques, and applications.
    • Conduct performance evaluations and support skill development within the team.
    • Manage the CGI Advantage ERP system running in the City’s on-premises cloud, and serve on the Executive Steering Committee for the City’s ERP system.
    • Oversee private cloud infrastructure under Kubernetes or similar orchestration and emphasize application development in a containerized environment with virtualized network, compute, and storage.
  • Ensure efficient and reliable operations and maintenance of multiple data centers, including power, cooling, security, and monitoring systems.
    • Safeguard city data and systems by implementing robust cybersecurity strategies, maintaining the NIST 800-53 security framework, and ensuring compliance with relevant regulations.
    • Establish pervasive use of GIS technologies in City applications, using ESRI ArcGIS, and various GIS APIs from ESRI, Google, AutoDesk and others.


  • Minimum Bachelor’s degree in Information Technology or Computer Science. Master’s strongly preferred.
  • Minimum of 20 years of progressively responsible IT management and leadership experience.
  • Demonstrated success operating and modernizing enterprise-scale IT systems.
  • Expertise in a majority of the programming languages used in the City: Javascript/NodeJS, C or C++, COBOL, PHP, Go, and Python.
  • Working knowledge of networking concepts, protocols, and technologies.
  • Knowledge of public procurement processes and contract management.
  • Ability to develop and execute IT strategies aligned with government objectives.
  • Proficiency in overseeing enterprise IT, including infrastructure, data center operations, application development, cybersecurity, and data management.
  • In-depth knowledge of data protection, privacy, and cybersecurity regulations.
  • Strong financial acumen, including budget development and management.
  • Exceptional communication and collaboration skills with elected officials, department heads, and stakeholders.
  • Commitment to upholding the highest ethical standards and promoting transparency and accountability in organizational IT practices.
  • Candidates must be able to meet REAL ID requirements:

    • Successfully complete required trainings and maintain valid certifications during the course of employment.


This position pays $187,488 annually.
