Job Description

The City of Leavenworth, Kansas, is one of the most unique communities with a wonderful mix of old and new. It’s known as The First City in Kansas and has grown to a diverse population of 37,351 people in 24 square miles. Earning its nickname in 1854, the City of Leavenworth was founded as the very first city of Kansas and became nationally known as the “jumping off point” for the opening of the West. By the 1890s, Leavenworth was the most important manufacturing city in Kansas and one of the largest in the US.

The City of Leavenworth operates under a Commission-City Manager form of government with five Council Members elected at-large. Positions that are appointed and/or confirmed by the governing body include the City Manager and various Boards and Commissions appointments. The City has received GFOA’s Certificate of Achievement for Excellence in Financial Reporting for 29 consecutive years. As Chief Executive Officer of the City organization, the City Manager is responsible for daily administration of the City’s operations and affairs. The City Manager serves the community through the management of local government departments, projects, and programs, and will represent the City at public events.

The City of Leavenworth is seeking a level-headed, consistent, non-partisan leader who can help create a strategic vision for the City to serve as its next City Manager. The ideal candidate is an excellent communicator and relationship builder, able to build relationships with the team as well as with other organizations such as the Chamber of Commerce, Leavenworth Main Street Program, Fort Leavenworth Military Installation, Leavenworth School District, and Leavenworth County Development Corporation. They will be able to engage businesses in the community to encourage economic development and build relationships with elected leaders at all levels of the government.

This position requires a bachelor’s degree in public administration, political science, business administration, or a related field, with an MBA, MPA, or master’s degree in a technical field related to a major function of local government preferred. Candidates must have 5-10 years of progressive administrative experience, with at least two (2) years supervising a team of employees. Local government experience is required. A relative combination of education, training, and experience will be considered. The City Manager must live within city limits within six months of employment.

The City of Leavenworth offers a competitive salary range of $145,000-$160,000, dependent on qualifications and experience.
